During the third quarter, total vessel licence activity declined from 593 licences in FY 2024/25 to 358 licences in FY 2025/26, representing an overall reduction of approximately 40%. This contraction was observed across both new and renewed vessel licences, indicating a broad slowdown in licensing activity during the quarter. New vessel licences fell from 108 to 66, while renewals decreased from 485 to 292, with renewals continuing to account for the majority of licensing transactions. The decline in Q3 should be interpreted in the context of Hurricane Melissa’s passage in October 2025, which affected the western region of the island and where the majority of vessels were damaged.

Vessel licence performance in Q3 FY 2025/26 showed a clear shift from a relatively strong start in October to a marked slowdown in November and December. For new vessel licences, October increased from 26 in FY 2024/25 to 39 in FY 2025/26, representing a 50% improvement. Renewals also improved in October, rising from 128 to 149 licences, or approximately 16%. However, this early gain was not sustained across the rest of the quarter. New licences declined sharply in November from 38 to 10, before remaining below the previous year’s level in December at 17 compared with 44. Renewals followed a similar pattern, falling from 208 to 88 in November and from 149 to 55 in December. As a result, both new and renewed vessel licence categories recorded substantial year-on-year contractions after October, indicating that the overall quarterly performance was weakened by the steep fall-off in activity during the final two months of the period.
